The evaluation of economic and financial performance is the primary procedure for achieving economic well-being through the actual growth in average per capita income. Therefore, the relevance and reflection in funding public expenditure in independence from revenues, attention to the issue of non-oil financial sustainability is one of the objectives of rentier nations by economic policymakers. Due to the significance of this issue and its reflection in financing public expenditure in isolation from oil revenues in anticipation of changes in global oil prices. Therefore, the study strives to build a production base for our economy outside of the oil sector in general and the traded goods sector in particular, with the goal of increasing non-oil GDP through the real contribution of economic sectors to the components of this output, with a focus on investment spending in financing the non-oil output and taking into account the priorities that achieves the added value of these sectors.
