المستخلص يهدف البحث الحالي إلى توضيح مفهوم دور القيادة الذكية في تحقيق التحول الرقمي لعينة من القيادات الإدارية في مديرية مرور في محافظة دهوك، وذلك من خلال تسليط الضوء على اختيار أنسب الإجراءات التكيفية المناسبة واللازمة للاستجابة السريعة والفعالة مع التغيرات البيئية المتسارعة، والتي تتطلب نماذج عمل مرنة تعتمد على التقنيات الرقمية الحديثة. تسهم هذه النماذج في دعم وتطوير وابتكار خدمات إدارية متقدمة تتلاءم مع متطلبات العصر وتوجهات الإدارة الذكية. اعتمد البحث على اختبار القيادة الذكية كمتغير مستقل، فيما تم اعتماد التحول الرقمي كمتغير تابع، بهدف تحديد طبيعة علاقة الارتباط والتأثير المتبادل بين المتغيرين. وقد وقع الاختيار على مديرية مرور في محافظة دهوك كميدان للتطبيق العملي، حيث تم جمع البيانات باستخدام استمارة الاستبانة التي وُزعت على عينة من القيادات الإدارية، وبلغ عدد الاستمارات الصالحة للتحليل الإحصائي (50) استمارة. تم تحليل البيانات باستخدام عدد من الأساليب الإحصائية المتقدمة عبر برنامج (SPSS V.22) للكشف عن طبيعة العلاقات بين المتغيرات. توصل البحث إلى مجموعة من الاستنتاجات، أبرزها وجود علاقة ارتباط معنوية بين أبعاد القيادة الذكية والتحول الرقمي، إلى جانب وجود علاقة تأثير معنوية مباشرة للقيادة الذكية في تحقيق التحول الرقمي. وفي ضوء هذه النتائج، تم تقديم جملة من المقترحات، من أهمها ضرورة تعزيز أبعاد القيادة الذكية وتفعيلها بما يسهم في دعم القدرات الرقمية للمديرية المبحوثة. كلمات المفتاحية:، القيادة الذكية، ابعاد القيادة الذكية، التحول الرقمي، مديرية مرور، محافظة دهوك. . Abstract The present study aims to clarify the concept and role of smart leadership in achieving digital transformation, through a field study conducted on a sample of administrative leaders at the Traffic Directorate in Duhok Governorate. The research focuses on highlighting the importance of selecting the most appropriate and necessary adaptive measures to ensure a rapid and effective response to accelerating environmental changes. These challenges require flexible and dynamic work models that rely on modern digital technologies. Such models contribute to supporting, developing, and innovating advanced administrative services aligned with contemporary demands and the trends of smart governance. The study adopted smart leadership as an independent variable, while digital transformation was treated as the dependent variable, with the aim of examining the nature of the relationship between them in terms of correlation and influence. The Traffic Directorate in Duhok Governorate was selected as the practical field for implementation. Data were collected using a questionnaire distributed to a sample of administrative leaders, with (50) valid responses used for statistical analysis. The data were analyzed using a set of statistical methods through the (SPSS V.22) program to explore the statistical relationships among the research variables. The study reached several conclusions, the most important of which is the existence of a significant correlation and influence between the dimensions of smart leadership and digital transformation. Based on these findings, several recommendations were made, most notably the need to enhance and activate smart leadership dimensions to support and develop the directorate’s digital capabilities. This study explores the effect of psychological well-being in promoting innovative work behavior by studying the perspectives of employees working in the general directorates of the Zakho Autonomous Administration in the Kurdistan Region of Iraq. The primary goal was to know the effect of psychological well-being in enhancing creative work behavior within the specific context of the administrative environment. The study was conducted in general directorates using a descriptive and analytical methodology. The questionnaire was used as the primary tool for collecting data. Data analysis was performed using both SPSS v26 and Smart PLS v 4.1.0.9 (82) correct answers were collected from a total of 105 distributed questionnaires. The results found that there is a strong and statistically significant positive relationship between psychological well-being and innovative work behavior. Psychological well-being plays a pivotal role in enhancing the effectiveness of administrative structures in order to provide a suitable environment that allows employees to be creative and develop their work in order to better serve customers. While these findings are compelling in the context of the study, caution is necessary when generalizing them to other administrative settings. Further research is recommended to delve into the nuances of psychological well-being across diverse contexts. This study contributes valuable insights for organizational leaders seeking to improve performance through psychological well-being. By understanding and benefiting from the factors that lead to psychological well-being, organizations can promote better results and achieve creative behavior.

This study aims to determine the role of the strategic quality management dimensions in achieving the requirements of green manufacturing, the sector of the industrial companies was identified as a field for conducting the practical side. The study included (96) individuals working in the researched companies, and the data were collected by relying on the questionnaire form prepared for this purpose. the data were analyzed using a set of statistical methods in the (SPSS V. 24) program to analyze the correlation and regression relationship between the study variables. The outcome of the research was that a number of conclusions were reached. The most important of which is the existence of a positive moral correlation between the dimensions of strategic quality management and green manufacturing, as well as the presence of a significant impact of the dimensions of strategic quality management in green manufacturing. The need for the researched companies to work to enhance and maintain high levels of senior management commitment to quality due to its great role in supporting and implementing the strategic quality management of these companies, because the researched companies cannot provide products of strategic quality to their customers without the commitment of the top management in them.
